HOUSTON (FOX 26) - If you have never heard of the Harris County Department of Education, you have plenty of company.

Critics call the obscure public school system “a dumping ground” where local districts can send disabled and mentally disturbed children taht they don’t want to deal with at a price of 22,000 tax dollars per year.

The Texas Education Agency has recently launched an investigation after staff at the ABS West Campus was caught on camera brutalizing an autistic student.

A whistleblowing former teacher told FOX 26 News that the HCDE campuses routinely rely on physical force rather than therapeutic intervention and generate little if any academic progress for students facing deep challenges.
