Houston ISD NAEP results
Houston ISD has stopped the decline from learning loss caused by the pandemic, and they are rebounding at a faster rate than the State, National Public Districts, and Large City Districts, based on the NAEP results, said Miles.
Students are performing as well as they were in 2019 in three of four assessments.
Economically disadvantaged students displayed a higher rate of academic growth compared to their peers.
Houston ISD's Black students reversed a historically-declining trend in 4th grade reading and saw an increase in eight scale points. Students with disabilities also saw historical growth with an increase in 10 scale score points for 8th grade reading, while their peers saw a decrease.
"The teachers are putting in an enormous amount of work and the students are also working hard. The whole system has to work hard to get this kind of gains, this fast, for a district this size," said Miles.
What is the NAEP?
The backstory:
The National Assessment of Educational Progress, also known as the Nation's Report Card, provides information about student's educational achievement and learning experience.
It assesses what students in public and private schools know and are able to do in various subjects, such as math, reading, and science.
NAEP is a congressionally mandated program overseen and administered by the National Center for Education Statistics (NCES), within the U.S. Department of Education and the Institute of Education Sciences. The National Assessment Governing Board, an independent body appointed by the Secretary of Education, sets NAEP policy.

For all students, there were more Trial Urban District Assessment districts with average scale scores significantly higher than HISD in 2022 than in the prior NAEP administration in 2019 for grades 4 and 8 math and grade 8 reading, and less for grade 4 reading.
