Police reform in Texas

Greg Groogan and the WYP panel talk about police reform laws that went into effect September 1st in Texas including, body camera activation, the prohibition of chokeholds and other measures of excessive force and the new requirement that an officer on the scene must intervene if excessive force is being used.
