Homelessness in Houston

Houston residents complained this week to city council about the homeless in their neighborhood and their personal safety and Mayor John Whitmire and City Council were briefed on so called "civility zones".... side-walk areas where sleeping, sitting and storing personal belongings are "banned" essentially during daylight hours.
