Texas grilled on failure to investigate abuse
The State of Texas will continue to defend itself against being held in contempt of court by a federal judge. Monday's hearing was about the state's ongoing failures when it comes to caring for foster children. In one case a child made 12 outcries about abuse but the state failed to investigate her claims and then one day she was dropped off at a hospital with a broken jaw.
