Debate over Texas bill that would eliminate annual car inspections

With 22 million registered cars in the State of Texas, annual inspections are used to determine if a car is safe to drive. House Bill 3297 is waiting on Governor Abbott's signature, but before it turns into a law there are some who say it's not a good idea. FOX's Kelly Saberi reports more on the Texas bill.
