Police say investigators suspected foul play at the time, and an autopsy conducted by the Harris County Institute of Forensic Sciences ruled Thomas' death a homicide by strangulation.
After further investigation, police say they developed Franklin as a suspect in the case, and he was arrested on Monday. He has been booked into the Harris County Jail.
