City officials say multiple agencies have been conducting air monitoring and all readings in the area and throughout the city are normal.
In a statement, Marathon GBR said no injuries were reported and a limited refinery shelter-in-place was declared for affected areas within the facility.
The company said air monitoring was in progress and appropriate agencies were notified as they worked to resolve the issue.
The Galveston County Office of Emergency Management said they were monitoring the situation in coordination with Texas City Emergency Management.
