What's Your Point? - Texas legislature budget surplus

When Texas lawmakers return to Austin in January 2019, they will have an additional $2.8 billion dollars at their disposal. State Comptroller Glenn Hegar says that is a result of increased revenue from sales tax and energy production.

What should be done with the additional cash? Should it be spent, saved or a combination of both?
